IOPC launches investigation into events preceeding fatal crash

The Independent Office for Police Conduct (IOPC) has commenced an investigation into the circumstances surrounding a crash that led to the deaths of four young people in the West Midlands last week.

A man and two teenage girls died at Bromley Lane, Kingswinford, on October 13 after a Skoda Fabia they were travelling in struck a tree. Another teenager died on October 17 from his injuries and another teenage girl remains in hospital in a critical but stable condition.

The driver of the vehicle has been named as Joshua Parkes, 21, while one of the female victims has been named as Isabelle Floyd, 16. Mr Parkes friend, Nathan Cartwright, 18, died from his injuries last Saturday.

Initial investigations by the Serious Collision Investigation team at West Midlands Police have established that the police vehicle was not in the immediate vicinity of the Skoda at the point of collision.

However, the police vehicle in question was transported from the scene to ensure that all relevant diagnostic evidence could be recovered to assist the investigation, a spokesperson for the force said.
