Operation Kenova is a politically sensitive independent legacy investigation into incidents relating to Northern Ireland. It is led by Chief Constable Jon Boutcher, Bedfordshire Police and SIO Keith Surtees. We are currently seeking to expand the team and are keen to hear from highly qualified and experienced serving/former detectives and staff who can contribute and support this complex investigation. Specifically we are looking for:  

  • Investigators (DCs)

  • MIR Reader Receivers

  • MIR Disclosure Officers

  • MIR Indexers

  • Intelligence Analyst

 Essential Criteria 

  • Significant experience of major & complex investigations, evidence gathering, arrest and prosecution

  • Significant experience in gathering, analysing and presenting intelligence from a number of different sources

  • Have a dynamic approach and the ability to work collaboratively as part of a team

  • Demonstrates forward thinking, anticipating and dealing with issues before they occur

  • Proven decision making skills including the ability to consider options and make clear, timely, justifiable decisions

  • Experienced in family liaison 

  • Experience of working in an MIR environment.

You must also be able to comply with the following conditions:

  • All personnel must have or by willing to undergo Developed Vetting (DV)

  • All personnel must have signed or be willing to sign a confidentiality agreement

  • All personnel must sign a declaration to say they are not serving or have previously served in the RUC, PSNI, Navy, Army, Air Force or Security Services

  • Although based in London there may be requirements for investigators to work elsewhere including but not exclusively Northern Ireland, for short periods of time and a high degree of flexibility is required

  • Be aware that accommodation will not be provided

  • Serving Officers/Staff must be support by their Home Force Senior Leadership Team and be  willing to take up a secondment hosted by Bedfordshire for period a period up to 5 years

  • Retired Officers/Staff will be considered under contract arrangements.  

Additional Security Clearance  - The post requires access to the most sensitive intelligence material on a daily basis.  Applicants must hold or be prepared to undergo National Security Vetting (NSV) at Developed Vetting (DV) level before taking up the post. Additionally, access to the material is restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.  

Serving Officers/Staff must be supported by their Home Force Senior Leadership Team and be willing to take up a secondment hosted by Bedfordshire for period a period up to 5 years. This means that you will remain subject to National Police Regulations and will remain an 'employee’ of your home organisation and your pay, welfare, pensions, terms and conditions shall remain the responsibility of the Home Force. However, for the duration of your secondment you will be under the direction and control of the Chief Constable of Bedfordshire Police who will manage performance, PDRs, sickness, complaints and conduct. The secondment may be terminated if you fall short of standards and you would be returned to your Home Force. The secondment will be fully funded and the Home Force will be reimbursed for the costs.
