Senior Policy Manager – Specialist Capabilities

Contract Type: Full time, 1 Year fixed contract, with possibility of extension.

Working hours: office based from 9.00am – 5.00pm Monday to Friday, out of hours as required.

To deliver the National Police Vision 2025, the police service has embarked on an ambitious programme of police reform across the areas of Workforce, Specialist Capabilities, Business Enablers, Local Policing and Digital. The Specialist Capabilities Programme is developing options for new models to support policing. It is looking at a number of areas including surveillance, major investigations, armed policing and roads policing. To help support Police and Crime commissioners (PCCs) with this work, the Association of Police and Crime Commissioners (APCC) has established a Senior Policy Manager role to lead on the Specialist Capabilities strand of the reforms as well as other related policy areas such as fraud and cybercrime.

The post holder will be expected to ensure that PCCs contribute to the strategic direction of this important work – enabling all PCCs to exercise their executive decision making responsibilities. In addition, they will ensure that PCCs have robust governance of any resulting proposals and that they can provide and articulate the necessary assurance that benefits are delivered to the public. As such, this role will involve close working with a range of key individuals and Boards. This includes the Specialist Capabilities Board and its supporting Programme Team. In addition, the post holder will contribute to the work of the Police Reform Team which supports the overarching Police Reform and Transformation Board to which the Specialist Capabilities Board reports. All boards supporting the police reform work comprise Chief Constables, Commissioners and other senior representatives from the policing sector. The Senior Responsible Owner for the Specialist Capabilities Board is Chief Constable Sara Thornton, Chair of the National Police Chiefs’ Council.

The role will require strong analytical, policy development, communication and problem solving skills supported by a good understanding of the policing of specialist capabilities. You will be working as part of the APCC team and will need to ensure that any work associated with Specialist Capabilities links in with the wider work of the APCC. This will be a hands-on role. We are a small team with finite resources; the post-holder will be expected to juggle a busy schedule, have excellent time management skills and develop their own programme of work area under minimum supervision.
